Estonia es denominado por muchos el país digital, ahí se desarrollo el sistema de Skype y en 2004 se permitió la votación electrónica en una elección nacional parlamentaria, siendo el primer país en hacerlo. Esto fue sólo una más de las manifestaciones de un movimiento muchísimo mayor hacia una sociedad de la información, usando la tecnología de Internet para unir a ciudadanos, departamentos de gobierno y negocios.
El fenómeno de este país es llamado “e-Society” y la base de esta nueva clase de sociedad es el carnet de identidad nacional, que es obligatorio para cada ciudadano que tenga sobre 16 años y que además de un carnet de identificación es un documento de acceso a servicios públicos y privado.
